Special Interest - Historical Simulation Committee (HSC)

The Historical Simulation Committee reenacts a different international incident between two or more nations and the United Nations during each conference weekend. Students who participate in this committee will be assigned at Mock Session to represent a party involved with the conflict. Once each delegate is assigned to an interested party they will be assigned a specific person or role to represent throughout the incident. After Mock Session, but before the conference, students are expected to research the history and outcome of the international incident and find any available information about the specific role assigned to them. Delegates are expected to prepare a position paper on their research outlining the incident and any issues pertinent to the incident. These position papers are due on November 1, 2006. Delegates will be expected to perform additional research following Mock Session.

Once at the conference, the program staff will begin the simulation by placing each nation into separate rooms. Each nation will then be given a limited fact pattern outlining the beginning of the scenario. Periodic updates will also be provided throughout the weekend. The program staff may provide additional information to a specific delegate depending on their assigned role. Although the scenario will initially follow the historical pattern the program staff reserves the right to alter key facts to see how the delegates may respond to these changing fact patterns.

Dateline 1988-1993

The Historical Simulation Committee (HSC) is a special committee that reenacts a time period and challenges students to confront the issues of that period. In short, the HSC is a crisis committee, war committee, and negotiations committee. Because the HSC is a larger committee, the delegates will be broken-up into sub-committees or blocs. Each bloc will have a leader, a vice chair, who is there to facilitate and keep decorum within the bloc. Although they are the leaders of the blocs, they do not have the control of the delegate’s actions or decisions regarding the events of the simulation.

Throughout the conference weekend the delegates will be simulating the time period of 1988 through 1993 in their various blocs. Major events such as the Persian Gulf War, creation of the CIS nations, fall of the Soviet Union, unification of Germany, and worldwide power transfer will affect the delegate’s simulation. Although these are real historical events, they may not have the same outcome or effects due to the decisions and actions made by the participating delegates. The blocs for this year’s HSC are:

UN Coalition
USSR
USA
Security Council
Press-Corps

Each delegate planning on participating in the HSC will be expected to submit a maximum 2 page timeline describing at least 3 major and 6 minor events of the time prior to Mock Session that impact one of the 5 regional blocs listed above. During Mock Session each delegate will be assigned a role in which they are responsible for researching. In addition each delegate will be given questions according to their bloc in order to aid them in the research process. The questions and any other assignments are expected to be thoroughly completed before the conference weekend. The HSC cannot force delegates to challenge themselves or research their topics and their time period, but if they choose to, this weekend could be one of the best weekends that you will ever experience. Failure to complete either assignment will result in your reassignment.
